EU Battery Supplier Due Diligence and Onsite Verification in China

For European importers preparing for the 2027 EU Batteries Regulation: supplier document collection, factory-level evidence checks and an independent record of what could — and could not — be verified in China.

The buyer's question

A European electronics manufacturer needed evidence from its Chinese battery supplier — not another self-declaration.

The buyer imports materials from China for advanced industrial electronics. Its compliance team needed to understand which 2027 EU battery obligations could apply to the batteries in its products, what evidence the Chinese manufacturer already held, and which gaps required action before future imports.

The practical request was broader than a conventional factory audit: coordinate a defined document request in Mandarin, visit the actual production site, compare selected records with the factory and production process, and return an evidence dossier that the buyer's EU compliance and legal advisers could assess.

This is a recurring importer problem. A supplier may send certificates and spreadsheets remotely, but the EU economic operator still needs to know which legal entity issued them, which factory and battery model they cover, whether the underlying production data exists, and where the evidence ends.

EU Batteries Regulation timeline

What changes in 2027 — and why the dates should not be combined.

The correct evidence request depends on battery category, capacity, market role and company scope. The timeline below summarises the principal 2027 triggers; it is not legal advice.

18 February 2027

Battery passport for specified categories

A battery passport is required for EV batteries, LMT batteries and industrial batteries with a capacity above 2 kWh. It is not a universal passport requirement for every battery. The passport is an electronic record linked through a QR code and depends on reliable product, performance, material and supply-chain data.

18 February 2027

Portable-battery removability and replaceability

Separate rules apply to portable batteries incorporated into appliances, subject to the Regulation's scope and exceptions. Importers of battery-powered electronics should classify the battery and product before deciding which evidence to request.

18 August 2027

Battery supply-chain due diligence

Following Regulation (EU) 2025/1561, the Chapter VII due-diligence date moved to 18 August 2027. The obligation concerns covered economic operators and specified raw materials, including cobalt, natural graphite, lithium and nickel. Turnover thresholds and group rules matter; an EU adviser should confirm whether the importer is in scope.

Why onsite evidence matters

A supplier PDF is a starting point, not the end of due diligence.

A document can be genuine yet still cover a different company, factory, model or production period. An onsite review connects selected evidence to the legal entity, actual facility, responsible personnel, production records and observable process.

That review has limits. One visit cannot independently prove conditions at every mine, smelter, refiner or sub-tier supplier. The useful output is therefore not a blanket statement of compliance, but a transparent record of what the evidence supports, what remains supplier-declared and what could not be verified.

Manufacturing geography

China's battery supply chain is distributed across specialised production clusters.

Major battery, cell, material and energy-storage clusters include Ningde in Fujian, Yibin in Sichuan, Changzhou and Liyang in Jiangsu, Huizhou in Guangdong, and the Shenzhen–Dongguan manufacturing corridor. Supplier claims should be checked against the actual registered entity and production address before any visit is scheduled.

Ningde

Cells, battery systems and upstream components

Yibin

Power-battery cells, materials and supporting components

Changzhou / Liyang

Cells, packs, materials, equipment and recycling

Huizhou

Lithium-ion cells, consumer and energy-storage batteries

Shenzhen–Dongguan

Battery packs, electronics integration and supplier networks

Onsite verification

What the factory visit checks.

  1. 01Confirm that the legal entity, factory address and production relationship match the supplier's claim.
  2. 02Observe the relevant production line, process flow, material controls and record-keeping environment.
  3. 03Select sample models, batches or records and trace them across documents where access permits.
  4. 04Interview responsible quality, engineering, EHS, procurement and compliance personnel.
  5. 05Record dated observations and distinguish verified evidence, supplier statements, conflicts and unavailable information.

Evidence boundary

What Procubility does not certify.

Procubility is not a law firm, notified body or accredited laboratory. We do not issue an EU compliance certificate. We collect, inspect and organise supplier evidence so the buyer and its qualified EU advisers can make informed decisions.

Where specialist testing, legal interpretation or formal conformity assessment is required, the report identifies that next step rather than presenting an unsupported conclusion.

How the work proceeds

From an importer question to a usable evidence dossier.

01

Classify the battery and importer role

Confirm the battery category, capacity, use case, EU market role and the evidence questions the buyer needs answered. This determines the scope; 'EU battery compliance documents' is not one universal file set.

02

Build a targeted evidence request

Translate the applicable questions into a supplier document list, model matrix and interview plan. Procubility coordinates the request in Mandarin and logs what is supplied, withheld or not maintained.

03

Review documents before travel

Check entity names, issuing bodies, dates, model coverage and internal consistency. The pre-review identifies which originals, systems, personnel and production records should be tested onsite.

04

Visit the actual production site

Verify the site and selected evidence against observable operations. Sampling is agreed in advance; one visit cannot independently establish every mine, smelter or sub-tier claim.

05

Deliver an evidence and gap dossier

Report verified items, supplier-provided statements, discrepancies, missing evidence, unresolved questions and recommended next actions. Findings use confidence language such as 'where evidence permits' and 'could not be independently verified'.

What the buyer receives

A decision file with evidence, gaps and uncertainty kept separate.

Evidence register

A structured inventory of documents reviewed, their issuing entity, date, model or site coverage and verification status.

Onsite verification record

Factory identity, relevant process observations, interviews, sample trails and permitted photographic evidence.

Gap and conflict matrix

Missing records, inconsistent names or dates, unsupported declarations and items requiring specialist follow-up.

Risk and confidence assessment

A buyer-facing view of what the available evidence supports, what remains supplier-declared and where uncertainty remains.

Action plan

Prioritised requests for the supplier and referrals for EU legal advice, notified-body work or accredited laboratory testing where required.

Cost

Quoted after scope review.

The fee depends on battery type, models, factory location, document volume, upstream depth, sampling and whether laboratory work or repeat visits are needed.

Timing

Scheduled around evidence readiness.

Supplier cooperation, site access and unresolved gaps determine the schedule. Scoping, document review, the visit and reporting are agreed as separate stages.

When to use this service

For importers that need factory-level evidence before relying on a supplier claim.

  • Industrial-electronics manufacturers importing battery-powered equipment
  • Importers of industrial batteries above 2 kWh, energy-storage systems or battery packs
  • EV and light-means-of-transport supply chains
  • Brands approving a new Chinese cell, module or pack manufacturer
  • Compliance teams facing incomplete or contradictory supplier documents
  • Buyers preparing a battery-passport data workflow before 18 February 2027

Common buyer questions

EU battery supplier due diligence in China: direct answers.

Can a third party in China collect EU battery compliance documents from a supplier?

Yes. An independent China-based firm can coordinate a defined document request in Mandarin, review the supplied records and visit the production site to cross-check selected evidence. It cannot force a supplier to disclose information, guarantee that every document exists or replace the EU importer's legal responsibilities.

What changes under the EU Batteries Regulation in 2027?

Two dates are especially relevant. From 18 February 2027, battery passports apply to EV batteries, LMT batteries and industrial batteries above 2 kWh, and separate removability rules apply to certain portable batteries in appliances. From 18 August 2027, amended supply-chain due-diligence duties apply to covered economic operators, subject to scope and turnover rules.

Does every battery need a battery passport in 2027?

No. The 2027 battery-passport requirement covers EV batteries, LMT batteries and industrial batteries with a capacity above 2 kWh. Other battery categories remain subject to different provisions of Regulation (EU) 2023/1542. Classification should happen before the evidence request is written.

What can be verified during an onsite battery supplier visit in China?

A visit can confirm the factory and relevant production activity, inspect selected records and systems, interview responsible personnel and trace samples between documents and observable operations where access permits. It cannot prove every upstream mine, smelter or sub-tier claim during one factory visit.

Can Procubility certify EU battery compliance?

No. Procubility collects and tests supplier evidence for the buyer. We are not a law firm, notified body or accredited laboratory, and we do not issue an EU compliance certificate. The dossier supports review by the buyer and its qualified EU advisers or conformity-assessment partners.

How much does battery supplier document collection and onsite verification cost?

The fee is scoped after reviewing the battery category, number of models, factory location, document volume, required sampling, upstream depth and whether laboratory work or repeat visits are needed. Procubility provides a written scope and quotation before work begins.

How long does the work take?

Timing depends mainly on supplier cooperation, document readiness, site access and the number of unresolved gaps. The work is planned in stages — scoping, document request, pre-review, onsite verification and reporting — with a schedule agreed after the initial evidence review.
